Can you create DVD's from downloaded files with CD burner only?

I have seen software advertized that claims you can turn your downloaded video files into DVD's without a dvd burner - using your CD burner. Is that possible, do they really work, and if so, which program is the best? I apologize if this topic has already been posted and discussed, but I searched and could not find it.

you can make vcd's or svcd's using nero.
they are videos on cd's but most dvd players will read them, but because a cd doesn't hold as much as a dvd (700mb vs 4.7gb) you may have to put that movie on two or more cd's there are guides here to help

No problem...but this should help you out, I am actually trying to do a dvd to a cd, just to test it. But the guide is really good. Also, if you do decide to get into alot of dvd burning, these guides are excellent:
