can't delete files\explorer fails in safe

I have three files in which I cannot delete, it tells me they are running in another program. Can I somehow delete them anyway.
C:\Program Files\Video ActiveX Access\imsmain.exe
C:\Program Files\Video ActiveX Access\imsmn.exe
C:\Program Files\Video ActiveX Access\uninst.exe

Also I tried running safe mode to delete them, but Explorer kept having to restart(which only took 3 secs) and would only work for about 3 secs so i didn't have time to get anywhere. If someone could offer advice on either one of these I would greatly appreciate it.
