HOW CAN I CONVERT A VOB FILE TO MAKE IT SMALLER BUT KEEP SAME DVD QUALITY?
you can't. It's impossible.
Well, I'd doubt you're gonna get dvd quality on a cd-r and at that just on one cd-r!!!
However to obtain very high quality try encoding as vbr instead of cbr svcd (min:300, max:2450 average:1600). Approx 1 hour will fit on a 700mb cd-r and if you use the right programs, try 4 pass encoding and the quality will be very very near that of dvd.
if you want to fit a whole movie on one disk, then check out http://www.kvcd.net
