Monitor screen changes whenever i open a new window, or click on the start menu

I just switched computers. I just changed the computers locations with the other one. So, i switched my computer, and now, whenever i open anything (a window, mozilla, start menu button, etc) my screen kind of zooms in a little bit. Its really annoying. This only happens when i click stuff on my desktop. So like when i click my start menu while Im at my desktop, the screen zooms in a little bit. But when i am in Mozilla and click the start menu, my screen does not zoom in. But i click the start menu button and it zooms in, then when i exit the start menu, the screen zooms out to where it was before.

The monitor thats having the problem is one i just bought (which is new). While the monitor was hooked up to a different computer, no problems existed.

So, any suggestions whats wrong?
