Would my videos be fine if i tried to burn them when its only 98.5% complete? Because i have a video which i got off btorrent and it seems no one is seeding this video any longer.

    burn to what ?
just data ? this is fine.
playback should be fine, it may corrupt a few scenes cause of the missing data. worst case is you don't have the header, and a large chunk is cut off from the rest. if its missing a few bits here and there, its fine.

as for converting, i've not tried this.

If the video is an AVI, try converting it to mpeg. I hope there is no corruptness in the audio... if not, you'll only miss some scenes
If the movie is a .MPG (MPEG-1/MPEG-2), try converting it in a (Super)Video-CD image with VCDGear. If all works, you're OK, you''ll be able to have the (S)VCD, missing only some scenes.
