which card

    I am looking to buy a cost effective way of capturing an A/V recording then editing it before outputting back to VHS (and maybe VCD). Can someone please recommend a card?

    I would say that the higher-end WinTV cards would do the job, just make sure you don't buy those cheap crap cards that don't have stereo-input or don't capture with full resolution (704x480 for NTSC, 704x576 for PAL).

    Or one option is to go with Matrox, they have quite a large range of capture cards, although their driver support sucks (I have Matrox Marvel G-200 TV which is excellent piece of hardware, but those morons are not going to release drivers for XP).
