First, it can be converted to DVD, SVCD or VCD mpegs to be 'authored' (the process to convert mpeg --> media image, to burn on the needed media, immediately - like Nero does - or later - like VCDGear does with (S)VCDs images). Almost all DVD players can play VCDs, read your manual to see if your DVD player can play SVCDs.

Read http://forums.afterdawn.com/thread_view.cfm/196299 for (S)VCD questions and http://www.afterdawn.com/guides/ for AVI --> DVD.

Second: take care: garbage in = garbage out. If that AVI ('25 fps' just means it comes from a PAL mpeg, which has 25 frames per seconds) has very good quality, all is OK. If the quality is average/low , making a SVCD or even a VCD movie is the same (compare the AVI -> DVD result with a VCD obtained from a direct DVD rip, for example), with the only drawback to be obliged to split the movie into 2 or 3 CDs (except if you author a (S)VCD movie into a DVD with DVD Lab) because 80' MPEG-1 for VCD = 50' MPEG-2 for SVCD = approx 800 MB and a CD-R = 800 MB , a DVD-R is 4700 MB (twice if it's a double layer DVD).
Remember: it's good to know what do you need, because 'more complex' the result that must be achieved is (VCD -> SVCD -> DVD), more dificult 'making it' it's, and 'more time' it takes.
