Action Replay roms won't work on anything as they need the hardware of the Action Replay to work. I believe there is a program called dipstar that can use cheats like action replay on the DS, however I havn't really looked into it as it is already built into my M3's firmware.
There is a standalone version of dipstar so i would assume so, however I don't own a supercard, and I havn't needed to use the standalone version. I think your best bet is just to google it and see if it does.
