AviDemux can edit a .dat file - but the header has to be removed first using VCDEasy.

Run VCDEasy (there's a link to the last free edition).
    Left side, click 'Tools'.
    Top menu, click 'Mpeg Tools'.
Bottom of pane (CDXA to MPEG1) load the .dat file and select an output location.

    Run AviDemux.
Load or drag the new file in.
    Left menu:
    Video > VCD
    Audio > Copy
    Format > MPEG PS

Use the slider and A/B buttons to make cuts.
Save the file (give it a complete name including the extension, E.G newfile.mpg

    Last free version of VCDEasy.

I use VCD Easy in XP without issues (WMP version 9).

    Try this instead:
    Run VCDGEAR.
    http://www.videohelp.com/tools/vcdgear

Extraction: dat > mpeg and check 'fix mpeg errors'
'Load' the .dat and select an output name.
This .mpg file will be VCD compliant and should open in AviDemux.

If it loads in AviDemux, change the video to xvid and the format to AVI - mpeg1 is too restrictive as far as tools to work it.

The last free version of VCD Easy won't work in Win 7 - I don't know about the paid version.

VCDGear will work in Win 7.
