I've been trying to use this to convert ntsc to pal but when I do I get line across parts of the picture when there is movement in the frame. Anyone got anyideas?

I tested Canopus proCoder using DVD2SVCD. The encoder is on the slow end at encoding, but does produce "slightly" better video quality but can only be detected playing on a high end tech tv. I don't use the program "manually".
I'm pretty sure you can do a dvd backup with DVD2SVCD 1.1.2 build 1 chosing PAL...

DVD2SVCD is excellent at backing up DVD's but Im trying to convert a MPEG file that I downloaded from NTSC format to PAL. TMPGEnc makes the picture jerky when you drop frame rate to 25fps so I thought I'd try Canopus. Frame rate is smooth but there's the 'line' effect.
