Ok but install for example ZoneAlarm, because it is so many times better than the windows firewall. And it is easier to use (imo)

Ok, what was your last firewall? The point is that you are not going to stay clean very long without a firewall, especially if you turn it off.

Ok good, and at the beginning it always asks when a new program attempts to connect to internet that if it is allowed to access the internet.

You can Allow or Block the connection and you can check that "Remember this setting" and the same program is not asked again.

If you want to change the rules that you set for a program, open ZoneAlarm -> Program control. There you can change those made rules.
