I found out how to fix it, do this, it worked for me.

ok what you need to do is keep your SteamApps folder and delete everything else in the steam folder and reinstall Steam straight after you have used Add/Remove programs to remove it, make sure you cut and paste the SteamApps folder into different location for the uninstall part, then reinstall steam, and when you get to the end of the installation, dont click ok to finish, now cut and paste the SteamApps folder back into the Steam folder and then click ok to finish, Steam will then redownload everything for the program to run, and bang it works again, you will need to relogon to Steam, but it works

Deleting \steamapps\Winui.gcf and \friends\friendsUI.dll did the trick for me

All I had to do when I had that error a while back was to delete Steam\bin\friendsUI.dl and Steam\ClientRegistry.blob and restart.

Just wanted to confirm that deleting "friendsUI.dll" as above STILL WORKS in 2021; also I did not have the ClientRegistry.blob file so just deleting the one file fixed it for me on 4 April, 2021. I had had the "steam error bad module 'bin/friendsui', not loading" issue for several hours before I came across this 14 year old post. Thanks OP.
