Are you trying to run two modems on the same phone line? That won't work. If it's a modem router then you need to use that as the modem, and attach your PC to it via a LAN cable to get internet access.

Is the modem Virgin media provided a router as well? If so it should be a simple case of running a network cable to it, and off you go.

Right. The surfboard's a USB modem, which means you need to use the router in order to get the connection to your brother's PC. As for the light on the Belkin router, what happens if you set it all up ignoring that fact?

You'll have to keep using the surfboard I'm afraid since you use Cable. However, the router should be a simple case of attaching two network cables to it (one from your PC, the other from your brother's PC). If you want to setup the router wirelessly, you can do that from its homepage. If you can, you should test the network over cables first.

OK, so you've connected the router to your PC via a cable, can you access its home page?

No, all you need to do is connect a network cable from your PC to the router. You don't need to also connect the Surfboard.

You still need to connect the Surfboard to your PC, but do so using the USB cable, because you'll need to connect your PC to the Belkin using the network port.

    Surfboard -------- PC --------- Router

I have helped. You will need to setup wireless in the control panel first, it won't work straight off the bat.
Can you access the router's homepage in your internet browser? (It's usually either 192.168.0.1 or 192.168.1.1)
