best tools to burn VCD?

hi!
I captured my home video to the PC (avi format) using pinnacle studio, then did the editing (using pinnacle studio). And now i gonna burn it. What is the best software that i have to use to burn it to VCD? I'd tried Nero & Winoncd but when I play it in VCD player, its blur and the quality is so bad (not as good as video tape). please help me..

Are you using Nero to encode. If so encode with TMPGEnc downloaded from here:
