it's better to spend the money on the cpu and motherboard, because it'll leave more room for the graphics card choices. also, the motherboard/cpu will hold out longer than a cheaper setup in the longrun.

the cpu should come with a heatsink/fan already. and most likely it will have a thermal pad on it. your choice if you want to use thermal compounds instead of the pad. as for a psu, never go cheap on them. antec, corsair, thermaltake, seasonic, are the brands to look at.

The 6550 is better than the 4500, so get that if you can. Either CPU comes with a heatsink already, so unless you're overclocking you won't need one. (You can even overclock quite well without, as long as you have a decent case). The E6750 is a very fast CPU that overclocks like absolute magic (and will do with the components you've picked out too), but I didn't select it on the basis of budget. If you can stretch to it though, I highly recommend you do so.
I'll have to just wait and see if i can afford it down the road within a few weeks. But for being my 1st build i cant complain from what u helped me pick out already.. Because.. Haha, well you've skipped the mediocre generation then! Athlon XPs and P4s were pretty lame for the most part. A core 2 duo will be an incredible upgrade from what you currently have.

Check all the power cables are where they should be before you turn the system on, and don't touch any part of any circuit boards where there's actual circuitry (hold them by the edges). if in doubt, ask here first. VERY IMPORTANT : What graphics card will you be using in the new PC? Old generation or budget model cards can NOT run COD4. This includes the Radeon 9200 and GeForce FX5200, for example.
