Can't Install COD:Black Ops As Steam Doesn't Finish Update !! (SOLVED)

I just bought Call Of Duty Black Ops today & went home to install it.
I have a steam account with about 8 games on it, but its not installed.
I done a re-install of XP after a problem a few weeks ago.

When i install steam from the Black Ops disk (or from the installer),
it gets to updating the Steam platform (46% complete) & just stays there.

I read somewhere online that the game can be installed without Steam,
but i couldnt understand some of it & i lost the link.

Anyone got any ideas, or had this problem & solved it ?
Can it be installed without Steam ?

If so, take a minute out to help me please ?!

EDIT: I solved the Steam updating problem by going to this link,

What i did was to install Steam, cancel it when the updating freezes,
& go to the Steam folder & delete everything in that folder.
Then extract everything from the download & put it in the Steam folder.
DO NOT forget to backup the steamapps folder, that way your games will still be there.
