A little more info is needed.

Can you post one of the bounced back emails.

Also, ensure that you are sending to person@hotmail.com not .com.au or .co.uk or .net or......

Seems like a problem with the recipient, not on your end.
65.54.190.230 and the alternate are Microsoft DNS servers (Anything on the 65.54.x.x network is registered to Microsoft).
Is it just a single address? Have you tried a different hotmail address to see if it is just a problem with that one? A transient error is usually a temporary error.

I have seen transient errors occur when a mailbox is full. Your mail is not able to be delivered since the recipients mailbox is full so the mail daemon returns a transient error to the sender to indicate that the mail did not go through.

    Edit:
More than likely that is the case, looking at RFC 3463 which lists mail error codes shows this as one of the type 2 transient codes:

    X.2.2 Mailbox full

The mailbox is full because the user has exceeded a per-mailbox
administrative quota or physical capacity. The general
semantics implies that the recipient can delete messages to
make more space available. This code should be used as a
    persistent transient failure.
