I have been reading through the guides, but can't find any information on this topic.

I'm using CCE SP, after I encode an AVI the program outputs two files. An MPV and a VAF file. What do I do from there? I want to burn them to DVD, but the TMPG authoring program won't recognize the files as being valid because the bitrates are out of whack.

Someone should write a "CCE for dummies" guide!

The problem is that CCE SP isn't for dummies and never will be. It's a professional encoder and has the options and settings to match (and there's very little you can do without understanding a lot of them).

If you give me more information about the video I can try to help out. I need to know the resolution and framerate and whether you're making a PAL or NTSC DVD. Also post the text of the error you're getting from TMPGEnc DVD Author.
