My understanding of the way these things work is : You place one of the units within sight/range of you starview box and the other one in the room that you wish to control it from. When they are both plugged in and turned on, if you point your starview remote at the box in your room it will convert the infared signal from your remote into a radio signal and send this to the box downstairs which will convert it back to infared and fire it at your starview box.
To summarise, If you want to change channel you point you remote at the upstairs box and the downstairs box will send that signal to your starview box and change the channel.

Someone else might explain it better.

You should be covered under the distance selling regulations & can send it back.
