How do you connect a pc to a tv?

    Specs: Powerspec 6640

    Processor: AMD 64 CPU Driver

    System Board: ATI Chipset Drivers

Video: ATI X Series Video Drivers

    Sound: Realtek Audio Drivers

    Modem: Aztech PCI Modem Drivers

    LAN: Realtek 8100C Network Drivers

Any special hardware that I need or video adapters for this to work?

The most basic method is if your graphics card has an S-Video out on it.

You just get an S-Video cable (or S-Video to Composite converter if that's what you need to use) and hook your TV's input channel to it. Then assign your TV as the second monitor inside your OS' display settings. However, the primary problem with this is it causes big resolution issues (SDTV resolutions are much lower than typical PC resolutions).

There are other ways (that usually solve the resolution issues) but they involve HDMI/DVI and HDTVs.

I'm just going to end up buying a scan converter.
