If you are confortable doing a windows reinstall, then it is a great test (if it still has issues, you know you have a physical problem).

The fact that windows updates don't work makes me think you might have a trojan or some other kind of malware. The next step I would try is to do a full system scan with malwarebytes...preferably, do this from a BartToolsPE disk, as this will guarantee that everything is scanned.

try another rom drive when re-installing windows & software. also wipe down the disk to remove any finger prints.

is that a socket 462 amd cpu? i just finished doing a fresh install of windows on an amd 2.5ghz socket 462 cpu with 640megs of ram, 32meg agp card, dvd rom drive & 40gig hd. it seems to be pretty fast to me. did you load all your board drivrs including motherboard chipset?

I would start checking all your hardware, something has bad drivers are is failing. Usually I suspect the onboard accessories(lan/video/audio) when there is high cpu usuage for no apparent reason.
In my situation I was having high cpu usuage that a windows reinstallation didn't fix, also replacing antispyware/firewall/antivirus didn't fix it. Occasionally when the computer booted up, the audio wouldn't work and required a reboot to work. I installed a pci soundcard and it fix the audio problem and it also got rid of the high cpu usage.
Sometimes problems that don't seem related are the actual culprit.

Other things to check is make sure your drives are properly connected, example don't have two masters on the same cable or the drives are corrupted. Computer will still bootup and work but it won't work correctly.
