Creating a Halo 2 map from scratch

Hey

im a advanced modder, but it can't seem to find a place that talks about creating a halo 2 level from nothing. i'd really like to do this though. my plans are already ready i just need to know what programs to get and where to start. Once again im not a noob. i just can't find where to start this huge project

Well, an easier way would be just to take an already made map, and completely rescale it using milkshake or entity.
