dell has fan blowing FROM the heatsink, not towards, and the heatsink is hot a hell. Is this right??

    There two fans and none of them are on the heat sink just one of them thats close to the side of it. They have it blowing air from the heatsink. Isn't it supposed to be towards it? The heatsink gets extremely hot. I cant check the temperature because I dont have an OS yet. Is this normal?
