There are a few option depending on what you want the cd to do. Do you want it to playback from a dvd players? Does it have to playback directly from a cd?
If you want dvd playback all you have to do is encode you divx file with Tmpeg using one of the KVCD templetes. When you tried to make a VCD nero encoded it for you right. You can split that encoded file and put the video on two VCDs. If the divx file is under 700 MB it should fit on a data cd. You could compress the file then burn it to a cd. The only thing is everytime you veiw the video you would have to decompress it. Which isn't very handy for regular use.
