I heard Ulead has a good editing program or maybe something from Adobe.

Both those might have 30 day trials, not sure though.

I will stand corrected, I believe any good NLE (non linear editor) will edit at the frame to frame level, try Ulead Video Studio 10 is the latest 9 is good 8 is ok. Then use your imagination ;-) know what I mean.

photoshop + premier + maybe after affects if your getting crazy.

total cost? around a g note last time i checked. if your a student a student license is like 30% - 50% off or something.

its definitely worthy of editing a professional piece. you can do simple cgi looking stuff if you have a lot of time to do each frame and your good at drawing stuff.
