I live in the central United States. I have DVDecrypter, Nero 7 ultra ans DVDShrink. If I Purchase a DVD from england (REGION 2) can I decrypt it, recode it and burn it to play on United States dvd players??
Absolutely YES. Just do what u r doing now and make sure shrik is set to region free. Also DVDfab has a free utility called freedvd which removes region coding off the ripped files on the HDD. Can get free dvd (free) at www.dvdfab.com goto free stuff and d/l

I just got it copied and it plays but when it is playing it seems to want to jerk as it plays. almost like a stop motion affect. Can this be fixed???
Yes 1) slow down burn speed to 4x (no more) 2) update firmware on burner 3) use good media as Taiyo Yuden or Verbatim (MIJ) 4) No stickie labels on discs 5) booktype to dvd-rom if using dvd+r 6) burn with imgburn ( free from wwww.imgburn.com)
A lot of the simple questions you ask, can easily be answered by performing a GOOGLE search. Such as, What is... What is booktype? http://forums.afterdawn.com/thread_view.cfm/258859 What is firmware? http://en.wikipedia.org/wiki/Firmware What happens if I burn at 1x? Don't! Instead for best results, burn at half the speed rating of your blank media. If your media is 16X, burn at 8X, etcetera.
Firmware is the software that runs the burner. It needs to be update when new updates appear. The firmware tells the burner for different types (brands of discs) how to burn them for optimum results. No need to burn at 1x, too slow and time consuming (results no better than 4x) Booktyping is how to write (burn) the blank dvd (only possible on +r and +r D/L discs) so that a stand alone player thinks the disc is a manufactured disc and has best compatibility. Imgburn booktypes (setting for different-certain- burners) easiest. Nero can set booktype also.
Imgburn is a great iso burner. First u need to convert the video TS files to an iso image first prior to using imgburn. Do a search here at AD for guides to use imgburn and all your questions will be answered on how to use this great program.
Unless your standalone player can recognize both NTSC and PAL formats I think this might be your problem with the playback. All the firmware and disc discussion are good, but the framerate will still be off causing the jerky playback. You will need to convert the movie from PAL (Europe) to NTSC (states) with something like Nero Vision or a similar program. Guide ~ Convert PAL to NTSC: http://www.digital-digest.com/articles/Convert_PAL_NTSC_DVD_page1.html EDIT: You do this when ripping with DVDFab HD Decrypter not Imgburn. When you rip choose "movie only", you can also remove audio track (I usually delete all but AC3 5.1) and any subtitles you don't need. Then use DVD Shrink to compress your movie if needed, just browse to the VIDEO_TS folder that DVDFab created. In DVD Shrink you can create either an ISO or a VIDEO_TS folder. Imgburn can handle either just as well, so which one you choose is up to you. Once DVD Shrink has done it's thing open up Imgburn. If you created an ISO you will want to use "write" mode, if you created a VIDEO_TS folder you will be using "build" mode. I'm not sure what I am doing wrong. I tried to use infoedit but I can't quite get it right. I followed the guide. When I use infoedit to open my movie files it only list 3 video files out of 16. do I have to do them all individually? The disc I did burn will play on my portable DVD player but not the one to my TV. I am not sure what I am doing wrong.
WHOO-HOO!!!! I finally got it to work with nero vision. I couldn't figure out how to get the subtitles on but it plays now.
