Encode Error Xvid/AVI to DVD CCE error VBR VBV ovf Frame #...

Ok, I've done a ton of searching (wonderfull site btw)
and I just can't seem to find an explanation for my error, or anyone else with the same type of error.. On the second pass in CCE I get this specific error.

I have run the avi through dixfix. and it spotted no errors. I have tryed virtual dub, but do not see an option for "fixing or scanning for errors"

I guess my question(s) are
Is this a problem with my source avi? (divx)
A problem with the encoder (cce SP trial)
A codec issue?
How to scan/fix errors in V-dub
Is there a way around this problem? I am also willing and capable to take a screen shot with Gspot if it would help.
