I have an older 250gb Simpletech external drive that just crapped on me. I am running windows XP professional and it gave me an error message. The message was unable to connect to the usb device. I tried using another usb cable and a different computer but no luck. I even went as far as to trying to connect it to my desktop and still no luck. Is there a utility available to help me recover?

Try removing the hard drive from inside the external housing & connect it directly to the computer as a slave (requires opening comp side panel),if it's a SATA drive you may need to use a known working housing instead or an adaptor

edit:what i'm saying is be sure it's not the housing at fault
