first you'll need to make an image of the vcd and save it to your HD with nero or whatever burning app you prefer. then seeing as you want to edit the vcd, you'll have to extract the mpeg out of the image with isobuster. then after that you can cut the mpeg file into smaller pieces with tmpgencs merge and cut feature, if thats what u mean by you only want 'partial sections' from your vcds. then after yourve done all that burn the mpeg/mpegs file/s with nero as a vcd disc and your done, sounds like a tedious job i know, but thats the only way it can be done.

    get isobuster here: http://www.smart-projects.net/isobuster/

    get tmpgenc here: http://www.tmpgenc.net/

get a demo version of nero here if you dont already have the full version: http://www.nero.com/en/nero-prog.php

    cheerz...goodluck

EDIT:. the links didnt work the first time
