having trouble with the bitrate settings....

    well heres my problem im using TMPGEnc and im to the bitrate settings part (project wizard 4/5) and i cant get my file to get any smaller than 132.99 (also this number is in red) Ive tried changing the average video bitrate and ive down everything the guide says but it wont get any smaller than 2000 for the average video bitrate.Ive also tried adjusting the estimted file size but that wont help either. Does anyone know how to fix this problem? (also my video format is PAL) Thanks for any help

    What Format and resolution are you encodeing to???
    Meaning are you Doing VCD or SVCD or DVD??
