Is this the only disc giving you a problem?

When you installed the drive did you set to the jumper to correspond with the setting on the ide cable? Like master to master or if this is a Dell pc set it to cable select?

Check and make sure the drive is in DMA mode and not PIO mode:

Ok I checked the device manager and yes it is on DMA....
And the DVD has no protection I make copies of my DVDs so the original doesn't get all scratched up since I have small kids...
My sister really likes the movie and asked if she could have a copy, so I was trying to make her one from my copy so that I wouldn't have to go search in my storage unit for the original... Is there anything that I can do so that I can make it make a copy.... All the help you are giving me is greatly appreciated especially when you feel like ripping out your hair because you don't know what is wrong... THANKS A MILLION!!!

It looking like its a bad disc as david66 pointed out.

You may not see the bad spot but the drive ripping it does.
Try using the dvd-rom you have in this pc. Some drives are better than others when it comes to ripping these discs.

You can also try decrypter to rip in ISO mode. May not work cause the failures start almost right when the ripping starts.

    You're welcome
    Keep us posted!

Here's one other tool to try - IsoBuster if the above fails.
