what am i suppose to open when it ask me to do this:
Now programs opens a new window that allows you to select the .ifo file that is normally bundled with the subtitle package -- select the file using Open. After you've selected the file, you can alter the subtitle settings, like color, transparency and possibly the language you wish to use. After you've made your selections, click OK.

As it states -- file with an .IFO extension. The guide assumes that you're converting DivX to VCD _AND_ that you have subtitles for the movie in VobSub format (which contains .ifo file).

You walk to store, buy the DVD and use VobSub to rip them. Or simply find the subs where you got the DivX in the first place.
