If those files are all from one movie, create a new folder and call it "DVD". Open that folder and create 2 more folders: call one "AUDIO_TS" and the other "VIDEO_TS". Now copy all those files you listed into the "VIDEO_TS" folder and leave the "AUDIO_TS" folder empty. Launch Nero. select "Burn DVD Video Files". In some versions of Nero, it may be "Make My Own DVD Movie" or something very similar. Now, when Nero is ready for your files, drag-n-drop the AUDIO_TS folder and the VIDEO_TS folder into Nero (or use the Add Files button to browse to these 2 folders). Click Next then Burn and let 'er rip! Don't worry if Nero gives you an error when dropping the AUDIO_TS folder. Sometimes Nero says "Valid file not found" with AUDIO_TS folders (it is empty after all!). Just proceed as usual and all will be OK! Alernatively, you can use Folder2ISO and DVD Decrypter (or ImgBurn) by following this guide:
    http://www.afterdawn.com/guides/archive/burn_dvd_folder_dvd_decrypter.cfm
Folder2ISO and DVD Decrypter or ImgBurn are all free and available here at AfterDawn
