I have a few pics I want to put on a web site, when I try to download it says the pics are to big and need to be down sized.I have installed them in a folder on my computer but I dont know how to make the pics smaller so the site will download them.

Similarly, you can use VSO Image Resizer. Get it here.

If it is only a matter of shrinking in terms of the amount of data (not the framesize), there is an even more simple solution (if you use Outlook or Outlook express, but it may also work for other email programs).
Rightclick the picture and select Send to->Mail recipient.
Windows will then ask you if you want to make the picture smaller before sending it. Then you email it to yourself or drag it from the draft email to your desktop or anywhere else :)
