in tmpgenc go to the advanced tab. go to video arrange method, and select the center (custom size). now get a calculator and calculate the ratio of the resolution you chose.

    for my 4:3 tv,
if my video is 640x480 and the resolution i chose is 720x480 i will make the video the custom size to 640x432. the height is not the perfect ratio count. the perfect ratio is 426.7, but i don't want it to be a weird number and i want it to be devidable by 16. so i chose 432, its only 6 pixel of stretch.

note that if your tv is not flat you'll see the edge willl get bend. the only way too solve this is a flat screen tv.
