okay here is everything i have done.
    1. downloaded a large avi file (music concert)

    2. used winavi to convert my avi to dvd
these were my encode settings(dont know if this helps).
    source target rate AUTO
    source aspect ratio AUTO
    picture clip left 0%
    picture clip top 0%
    picture clip right 0%
    picture clip bottom 0%
adjust aspect ratio for pictures-not ticked
    soften picture-not ticked
    upside down picture-not ticked
    DVD SETTINGS
    constant video quality-medium
split the output file, size 1013mb
    constant video size-not ticked
    set chapter length-150 seconds
    TARGET FORMAT-AUTO
    ASPECT RATIO-AUTO
    preference-by speed
    audio bitrate 192000
    enable directAC3
AND SET TARGET FORMAT AS DVD.

3.used nero smartstart and put these files in video ts folder
    VIDEO_TS
    VIDEO_TS.BUP
    VTS_01_0
    VTS_01_0.BUP
VTS_01_1 (nero show time file 1,039,538kb)
VTS_01_2 (nero show time file 1,039,028kb)
VTS_01_3 (nero show time file 1,038,540kb)
VTS_01_4 (nero show time file 374,992kb)
4.put it in my xbox it worked fine, put it in my ps2 it worked fine, put it in my p.c it worked fine, but it will not work in dvd players.

p.s i am using dvd-r disks. i did not use dvd shrink or dvd decryptor or any of the programs.

    yes i have two.
one wont play the video, although it will play the audio if you press fast forward 1x.
the other plays it all pixelated and messy in green and the audio is fine.

    have i done something wrong?

Was it good media you burned to, like TDK, Maxell, TY, Sony, Verbatim etc.

Sounds like those 2 stand alone players don't like something about that backup. It could be the brand of the media"mfg code" or it was burned too fast.

Your pc plays it's own backup, well it should.X-box usually plays everything,ps2'2 are usually the pickier ones.

List that brand and speed rate of your media and also how fast did you burn it.

    Is your burner dual format?

For playing backups on many different stand alones, The + format works a lot better on about 15 standalone I play them on.Ps2's usually prefer the dash, but I play my + on 3 different ones.

if it is the disk, i am using datawrite dvd disks 8x but i do have some phillips dvd+rw 4x would they work better.
i burned it twice at 8x and 4x and got the same thing.

What format of burner do I have?
Just go to device manager, hardware, click on dvdrom/rw.It should tell you there.example:benq 1620. Sometimes you may get a generic model so just do a google search or just post your burner brand name and model #.

Use your phillips +rw's if you can. The rw's are very handy on getting started, however they can be a lot harder to play on stand alone players.

The data writes I would be leary of,many different manufacturers. Here's a very handy free program to download and check out those media codes: http://www.afterdawn.com/software/video_software/dvd_tools/dvd_identifier.cfm
Quality media is the key to successful burning and stand alone playability.Throw in a max 4x burn speed.

Original dvd's are a pressed in format, when we replicate these discs, ala burning, this makes it a different format. You have your dvd - "dash" r and rw, and you have your + "plus" r and rw.

Optorite dd1205, You can burn up to 12x using the + format,8x using - format,4x on both +/- rw's. And 2.4x using dual layer discs. Thus you have a dual layer and a dual format burner. Now back to basics.

Media is the term we use for blank dvd-r/+r discs.

Backups is the term of the burned discs.

Stand alone players=ps2,x-box,and regular dvd players.

The higher quality media like bardie posted earlier,is the key.Since you can burn either format, try some maxell +4x's. From all the stand alone players I play my discs on,They all play the + format.Keep the burn speed under 4x.

Since your pc can play it's own backup, that music concert,as well as your ps2 and xbox, There is something about that burn that your stand alone dvd players don't like. I may have been burned too fast, burned on poor quality media,it don't like that particular brand of media, and possibly will not play the dash "-" format. Pick up a pack of maxell + 4x r's. These should be burned at 4x and they are produced by ricohjpn-01,a pretty good quality manufacturer. They have them in 3,5,10,15,25,and 50 packs. I have used all but the 50 pack spindles and they all coded at ricohjpn01,very reliable.

Hey FALSE, i guess that link quit working, go to the software tab on top of this page, look for video software and click on dvd-r tools/click that and scroll through the different programs till you get to DVD IDENTIFIER version 3.6.1

There are lots of free handy programs there for the taking and come in very handy.
