They're speaking in both French and English at the same time.

Is there a way to extract the French track so it doesn't interfere with the English track?

EDIT: Okay, I figured out Virtual Dub Mod can take out the unwanted audio track. Now I'm having some recompression issues. How do I compress the video correctly?

If all you want to do is remove an audio stream, then you don't want to recompress anything. Set the video to direct streaming.

    Alright, thanks.

I was trying to "Save As" the video with the French track disabled and all that did was jack the size up to well over 100 GBs for some reason.

Well by default it would be on full processing, which by default uses RAW RGB24. So 3 bytes per pixel, which can add up to 100GB's rather quickly.

Like I said. Direct streaming. Just trying to explain why you were getting a 100+GB file.
