So, there is no way to do a high quality burn from .avi to vcd or svcd? What a bummer.

No. Just like there's no way to make decent quality AVI out of SVCD/VCD. Lossy format -> lossy format, you lose more quality each time you re-encode.

Is there any format at all that exists besides vcd/svcd that would allow for an avi transfer to compact disc that would be able to be played on a computer's cd rom drive or a dvd player?

DVD, requires DVD-R, but reduces the quality as well -- the magic word "re-encoding" again. Obviously DVD doesn't lose quality as much as SVCD and SVCD doesn't lose quality as much as VCD, but that's very basic logic behind the lossy formats anyway.
