mpeg to mpeg conversion results in audio sync issue

I searched for a solution to this but i think it may be a unique situation.

I have an mpg file that a friend ripped off of a VHS for me with his leadtek vivo card (no idea what program). The file is an mpeg2, 29fps at 640x480 resolution 1hr36min, (Re-ripping is not an option).

I want to burn it onto a dvd with a menu I made in Encore 1.5. The problem is that Encore only accepts files that are 720x480. My first thought was to find a program that could convert the resolution. The closest I could think of was to re-encode with tmpgenc. I have tried with both tmpgenc pro and dvd source creator, both as seperate m2v and mp2 files, and as a single mpg file.

The resolution always comes out right, but the audio sync is off towards the end of the file (it gradually gets worse until it is .5 to 1 seconds off at the end.). The audio synch is fine on the original so I wish i could just find a program to convert the resolution of the original.

If anyone has a solution (different programs to use or diferent way of authoring) please let me know.

When I play the original MPG in Media Player Classic and look at the properties, this is what it lists:

Audio: PCM 48000Hz stereo 1536Kbps
Audio: MPEG Audio 44100Hz stereo 224Kbps

Audio: MPEG Audio 48000Hz stereo 384Kbps
Video: MPEG2 Video 640x480 29.97fps 4000Kbps
Audio: MPEG Audio 44100Hz stereo 224Kbps

I have no idea what that means to have 4 different audios listed. (Possibly the problem?)
