NEED HELP FAST!!!

    i need to find the local policies, security settings. the location on where to access them. i have vista home premium and they are not under admin tools, i read that its not located there on premium. so only post if u know step by step how to get there. im sorry if there is any misspelling im posting from my PSP. PLS Help
