If Nero reports that the blank disc is 803MB high capacity then it will burn as it would with a normal CD without having to overburn?

My question is really will Nero overburn even if it reports and recognises that the blank is of high capacity?

Reason for asking is Philips High Capacity CD-R discs are not recognised by Nero has having the capacity for 90 minute audio data, Nero reports these discs as being 80 minute only, but because these Philips discs are meant to be High Capacity does Nero not require to use Overburn? or does it overburn because of the fact it reports these Philips discs as 80 minute.
