New Bit torrent woes

Ok heres the deal I have Utorrent and Azerues both are nice but both are lacking in what I need becue I am on the Hughes net f##ket

I need a BTC that can ether be set to download max speed for 30min to a hour then turn off or lower speeds for a hour or one that can drop speeds to 1KBS if the speeds are below 6 KBS,azerues auto speed thing dosent work to well and Utorrents scheduler only works by the hour.

this 100$ dailup wants to make me cry!
