Over ride windows software?

I get an error message each time I try to manual delete this file i have it reads: "Access is Denied" Cannot delete file
"Make sure file is not in use, or disk is not full or right protected"

What program can over ride it?

any more details needed please ask

 

what kind of file, in what location?

 

IT's in the program folder, and it's a program, I can"t uninstall it...

 

Why do you need to do this?

 

it's a virus, i just need to know if anyone knows of software that can override windows error messages
