Problem with video and DVD

I have a brand new computer that I’ve installed an All-in-wonder Radeon 8500DV into. The ATI multimedia center and ArcSoft software are on there as well.
Here are two problems that I’ve faced.
    1. If I record a movie or show onto the hard drive to burn to a dvd at a later time. The only quality that will record low enough to fit onto a dvd 4.7 is vcd quality. I believe it is at mpg2 so it isn’t fully compressed. I would like to know the best way to get a movie I record small enough to fit onto a dvd.
    2. I have a cannon digital video recorder that records onto miniDV cassettes. I would like to transfer these to the pc and then burn them onto a DVD. The times that I’ve tried this have produced huge files that would probably only let me get 30-60 minutes onto a DVD. Could someone please tell me the proper way to fix my two problems. If you have any questions just email me.
    Thanks
