programs that scan?? help which is the best

    is there some kind of program that will let me scan a paper and edit/change colors/do other stuff like if i scan my math homework that i could rearrenge the problems?or if i scan a picture that i could take part of it and put it in another picture? reply will be appretiated perferably free
