I suppose it's a bit like saying you have two engines, one that will achieve 7000rpm, the other 10,000rpm. If the second engine is half the size of the first, the first is still more powerful.
i know this is off topic but my other post hasnt been replied,i have 4gb on a 32 bit so i know whats up with that but my onboard (still havent received my gcard) uses 256mn (.25gb) but i only see 2.75 is that normal? and also when i use cpuz my cpu is at 6x multiplier, but if i use any cpu intensive thing, i will jump to 12.5 whats up with that? i have a tv tuner so maybe that affecting the ram
The amount of memory OBG uses is rather complex to calculate, if you're still running onboard graphics, I wouldn't worry about the performance loss of having 500MB less RAM. 2.75GB isn't that easy to fill in a 32-bit OS.
Windows won't register it because it can be allocated to the OBG. The maximum combined between system RAM and graphics RAM is 4GB, since the OBG can take up to 1GB, that leaves you with a max of 3GB of RAM, since the OBG is using 256MB of that, you get 2.75.
ah i see thats what you meant by is there a way i can remove/delete/turn off my onboard when my gcard gets here? its coming 2morrow
That's Speedstep, it's enabled by default on intel boards, it cuts your CPU multiplier to 6.0x when your CPU is idle to save power. As soon as you load up the CPU, it raises the multiplier to full speed.

Might be to do with the memory management for onboard graphics boards, not sure if you can fully disable it.
