Reading CD on Two different OS computers

    I need your help! I have a CD-R that was created in Japan.

    Now, I have to read this CD-R in Windows English OS computer.
    I can open the CD-R no problem with English OS, but when it comes to read the content, all Japanese text becomes symbols.

    I quickly checked with someone else's laptop which has Windonws OS Japanese version. And, texts are all legible. Now, my question is is there anyway I can read this CD-R using Windows English OS?

    Or, if anyone can explain "why I can" or "I can not" read the CD-R, I appreciate your help very much.

    This is additional information regarding CD-R mentioned above.

    This CD-R was created in 1996 in Japan. I am guessing they used Windows 95 to create this CD-R.

    And, Windows Japanese OS computer that I used to read the CD-R today had Windows XP.

    Any hint is deeply appreciated!
