i'll let the others sort you out with the firmware. I have one rule when burning. i leave the internet running, virus checkers too etc, however i don't surf or do anything myself that would trigger the hard disc to start churning. Sometimes i've had a few browsers open before i started a burn, so thought it won't hurt. then whichever websites i went on caused loads of activity and caused my Nero buffers to go wonky. I either had a skipping disc on playback (v rare for me as i don't break these rules anymore) or a 'PIF' disc scan would show up where the buffers struggled during the burn. (the disc would play fine, but the scan highlighted where the burner had to struggle more if that makes sense)
Get a file with the older firmware and Flash it with it, also have you touched your hardware (I mean opened the case to check the drive) maybe there is a hardware problem, so check for dust make sure the jumper is correct the cable is correct

I flashed back to my old firmware version, and tried to burn another disc with DVD Decrypter and still no luck. However, here is a ray of hope, I burned a data DVD-ROM disc with Ahead Nero and it burned fine. Completed the process, no slow-down, speed as expected. Diagnostic? It's probably the DVD Decrypter right? Will it help to reinstall it or what?
reinstalling decrypter would be a good idea, it certainly can't hurt... As for Nero, even though it worked, it may give us some clues that we can fix anyway. Nero logfile is in c:\program files\ahead\nero\nerohistory.log - DON'T post the serial number(s) whoch are at the beginning of file, usually beginning with '1A21' or similar. Also, the logfile is appended to by all burns, good and bad, so only post the last section, ie last burn......
