How is the drive connected - 2.0 usb port or 1.1 usb port?
If it's 1.1 usb then yes it probably will take that long.

Using 2.0 usb your speed should be much much lower than 1-3 hours - more like minutes.

Which program are you using to burn?

Try another usb port and another usb cable.

Keeping up on the pc maintenance bit like disc defrag, disc cleanup, registry cleaner and virus scans? May not be part of the problem but good to do anyhow.

Ah okay if we're talking it's taking you 1-3 hrs to convert and burn an avi then that may be about right.

The actual burn part will only be a few minutes - say 6-15 mins depending on the burn speed set. The biggest time is the converting of the avi.
Average time for say 700mb to 1.4 gig (2 cd avi) would be between 1-2 hours depending on your pc specs.
