This happens with almost all encodings made with TMPGEnc but unfortunatelyits still the best encoder for Mpeg-1 VCD. It seems to have this annoying pause!

There are lots to choose from. Panasonic MPEG-1 encoder, Ulead DVD Movie Factor for instance. The best encoder on the Planet is CCE SP but its very expensive and is supposed to be used to create MPEG-2 SVCD and not VCD.

Use CCE SP with DVD2SVCD and create a file at mpeg-2 vbr 4 pass encoding with min:300 average:1600 max:2450. That creates a great quality encoding and you can fit 60min's on one 80min disk!
